Transforming Higher Education: A New Global Roadmap

On 12 March 2026, global leaders in higher education gathered at UNESCO headquarters in Paris to launch a new global roadmap for the future of higher education. Titled “Transforming higher education: Global collaboration on visioning and action,” the publication sets out an ambitious agenda to reshape higher education systems to better respond to today’s interconnected challenges.

The event marked a key milestone in the ongoing transformation of higher education, building on the outcomes of the UNESCO World Higher Education Conference 2022. It brought together leading voices from across the sector, including representatives from universities, international organisations, and the student movement.

Representing the Global Student Forum, Executive Director Jacob Blasius joined a high-level panel alongside Hilligje van’t Land of the International Association of Universities, Iveta Silova, Doretty Okello, and Simon Roy. The discussion was moderated by Noah Sobe, with closing remarks from Borhene Chakroun.

Higher education as a global common good

A central message emerging from the launch was the need to rethink higher education as a shared global responsibility. Speakers emphasised that universities are not only national institutions but key actors in a global knowledge system, with a responsibility to address challenges such as climate change, inequality, and technological transformation.

This perspective aligns closely with long-standing calls from the student movement to strengthen international cooperation, expand access to education, and ensure that knowledge serves the public good.

A roadmap for transformation

The newly launched roadmap outlines seven guiding principles for transforming higher education systems worldwide. These include strengthening equity and pluralism, protecting academic freedom, fostering critical thinking and creativity, and ensuring that digital technologies are used in human-centred ways.

The roadmap also places strong emphasis on collaboration and solidarity across borders, as well as on sustainability and the broader societal role of higher education institutions.

For the Global Student Forum, these priorities reflect many of the challenges students face today. Across regions, students continue to navigate unequal access to education, rising costs, restrictions on academic freedom, and growing uncertainty about the future.

The role of students in shaping the future

The participation of the Global Student Forum in the launch highlights the importance of ensuring that students are not only beneficiaries of higher education systems, but active partners in shaping them.

As higher education systems evolve, meaningful student engagement will be essential to ensure that reforms are grounded in lived realities. This includes involving students in governance, policy development, and institutional transformation processes.

The launch of UNESCO’s roadmap signals a renewed global commitment to reimagining higher education. For the Global Student Forum, it also reinforces a clear message, transformation must be inclusive, collaborative, and centred on the voices and experiences of students.

As this roadmap moves from vision to implementation, the role of the student movement will remain critical in ensuring that higher education systems are accessible, equitable, and responsive to the needs of societies worldwide.
